On August 26, the application by Fiston Kalambay, on behalf of a corporation to be incorporated, for a new French-language Christian station in Ottawa was turned down.
On July 22, the CRTC approved an application by Fiston Kalanbay, on behalf of a not-for-profit corporation to be incorporated for a broadcasting licence to operate a low-power French-language specialty commercial FM radio programming undertaking in Ottawa. The station would operate at 92.7 MHz (channel 224LP) with an effective radiated power of 50 watts (non-directional antenna with an effective height of antenna above average terrain of 41 metres). It would be operated within the specialty format and offer a Christian music format. The target audience would be members of the French-language community in Ottawa between the ages of 13 and 55. In each broadcast week, 20% of the new station's musical selections would consist of selections from emerging artists. The station would broadcast 126 hours of programming each broadcast week. Of the weekly musical selections, 90% would be drawn from content subcategory 35 (Non-classic religious) and the remainder from subcategory 33 (World beat and international). The station would broadcast approximately 12 hours of spoken word programming per broadcast week. The applicant committed to devote 90% of its musical selections from content category 3 (Special Interest Music) to Canadian musical selections (rather than the 10% minimum level required). The licence would expire August 31, 2021.
