On April 26, the CRTC approved the application by 3819914 Canada inc. for a licence for a French-language FM radio programming undertaking at Saint-Pamphile to serve the regional municipality of l'Islet. The applicant indicated that the new station would offer a Middle of the Road musical format, complemented by local and regional programming consisting of news, interviews, and cultural activities. The station would also promote local talent. The licence would expire August 31, 2007. The station would broadcast on the FM band, on the frequency 94.7 MHz, channel 234LP, with an effective radiated power of 24 watts. The technical parameters approved were for low-power unprotected FM service. The applicant would have to select other frequencies if required to do so to permit the best use of the frequency band.
In August, the CRTC gave CJDS-FM permission to modify its coverage contour.
CJDS-FM signed on the air.
On April 28, the CRTC denied CJDS-FM's application to add a transmitter in Saint-Jean-Port-Joli. The transmitter would have operated at 92.9 MHz (channel 225A) with an effective radiated power of 135 watts. The Commission noted that Decision 2001-234 approved the low-power FM radio programming undertaking with an effective radiated power of 24 watts to "provide a truly local service at Saint-Pamphile." In An FM policy for the nineties, the Commission defined the market of an FM station to be "any area within either the 3 mV/m signal contour or the Central Area of the community served by the station as defined by BBM whichever is smaller." According to this definition, and given the effective radiated power proposed in 3819914's original application, CJDS-FM's current market is limited to Saint-Pamphile and its surrounding area, and does not include the entire Islet County. The Commission noted that the applicant would occupy two frequencies in a very small area and therefore considered that the application did not represent the best use of the 92.9 MHz frequency.
On August 22, the CRTC renewed the licence of CJDS-FM until August 31, 2011. This short-term renewal would permit the Commission to review at an earlier date the licensee's compliance with the Radio Regulations.
On August 31, the CRTC administratively renewed the licence of CJDS-FM until August 31, 2012. The Commission noted that licence renewal applications for this station had not been received. If the licence renewal application was not been received by November 30, 2011, the Commission may not renew the licence further.
On September 4, the CRTC administratively renewed the licence of CJDS-FM to February 28, 2013.
